Introduction

Une conférence sur les « biens communs informationnels » est organisée à l’Assemblée Nationale sur l’invitation de Christian PAUL (député de la Nièvre). Elle se déroulera le 4 décembre 2003, de 14 heures à 19 heures.

S’y exprimeront notamment :
  M. Philippe Aigrain, fondateur et directeur de la « Society for Public Information Spaces », ancien chef de secteur « Technologies du logiciel et société » de la Commission Européenne ;
  M. Ian Brown, de la « Foundation for Information Policy Research » (FIPR) ;
  M. Loïc Dachary, de la section française de la Fondation du Logiciel Libre ;
  M. Christophe Espern, de l’initiative EUCD.INFO ;
  Robin Gross, juriste spécialiste en « propriété intellectuelle », d’« IP Justice » ;
  M. Jean-Claude Guédon, Professeur à l’Université de Montréal ;
  M. Tariq Krim, fondateur de « Génération MP3 ».

La première partie de la conférence (de 14 heures à 16 heures) est une introduction aux biens communs informationnels, à leur génèse et à leurs enjeux.

La seconde partie de la confèrence (de 16h15 à 19 heures) abordera le contexte juridique et plus particulièrement certaines évolutions préjudiciables à l’essor des biens communs informationnels, telles que la directive EUCD.

  16:00 : Le contexte juridique, par M. Philippe AIGRAIN (fondateur et directeur de la « Society for Public Information Spaces », ancien chef de secteur « Technologies du logiciel et société » de la Commission Européenne) ;
  16:45 : Conséquences possibles de la transposition de la directive EUCD en droit français, par M. Christophe ESPERN (initiative EUCD.INFO).
  16:55 : Les conséquences du « Digital Millenium Copyright Act » aux États-Unis, par Mlle Robin GROSS (fondation « IP Justice »).
  17:25 : L’état de la transposition de la directive EUCD à travers l’Union Européenne, par M. Ian BROWN (directeur de la « Foundation for Information Policy Research »).
  17:50 : Débat avec les intervenants et la salle, animé par M. Godefroy BEAUVALLET (administrateur de la fondation « Les Temps Nouveaux »).
  18:30 : Conclusion, par Christian PAUL (député, président de la fondation « Les Temps Nouveaux »).

Les conférences seront données en français, à l’exception de celles de Mlle Robin Gross et de M. Ian Brown, pour lesquelles une traduction simultanée en français sera disponible. Réciproquement, une traduction simultanée en anglais devrait être disponible pour les autres conférences.

Introduction

A conference on « IT commons » will take place at the French Congress on December the 4th, from 2 pm to 7 pm, on the invitation of Christian PAUL (Member of French Parliament).

It will feature the following speakers :
  Mr Philippe Aigrain, founder and director of the « Society for Public Information Spaces », former Head of Sector « Software Technologies » of the European Commission ;
  Mr Ian Brown, of the "Foundation for Information Policy Research" ;
  Mr Loïc Dachary, from the French chapter of the Free Software Fundation ;
  Mr Christophe Espern, from the EUCD.INFO initiative ;
  Miss Robin Gross, attorney and Executive Directive of IP Justice ;
  Mr Jean-Claude Guédon, Professor at the University of Montreal ;
  Mr Tariq Krim, founder of « Génération MP3 ».

The first part of the conference (from 2 pm to 4 pm) is an introduction to IT commons, their genesis and their stakes.

The second part of the conference (from 2:15 pm to 7 pm) will present the legal context and the evolutions of law that undermine the growth of IT commons, such as the EUCD directive.
